This is a very well made tour pack mounting bracket. It is made of a nice, thick gauge steel. The finish is a beautiful gloss black. There is hardware and a hex drive screwdriver included for mounting a tour pack to the bracket. It's super easy to install, just snap it into place as if you were attaching a sissy bar. At this price(54.99), this tour pack mounting bracket is a good value.
