Can it play north american games?

This is a Japanese Nintendo New 2DS LL. This device will only play Japanese 3DS Games. However, If you use regular DS games likes Pokemon Black or White, there is no region lock. You can play American DS games just not the American 3DS games.

can you change the language?

No. It’s only in Japanese and there is no other language options like Chinese, Korean, English, etc. In fact, there is no setting to change the language which means that the console will always be in Japanese.
