I'd say it's probably going to be a bit too small, it's too small for my 8 year old but it's a good size for my 5 year old

No, only handles and that's it. No any tools needed.

Q: Whats the elastic inside the handle bars for? Can I remove the plastic ends and the elastic?

Hi, The elastic keeps the handlebars in place when the scooter is folded. The plastic ends cannot be removed. Thanks.
