Can the wheels and handle be removed?

Anything can be removed with enough heat or force. In this case you can not remove the wheels or handle without destroying the case. They are not meant to be removed and reassembled on my case which I've owned for 10 years. The newer cases since Pelican bought the company may be different.

does this version come with wheels?

It comes with wheels on it but no extra sets.

Is this within carry-on size regulations?

This is NOT a carryon. It is far too large. I have a Pelican 1510 LOC for a carryon and I use this one as my checked bag when I'm gone more than 2 days.

What does "w/BBB w/Foam" mean? Thanks!

The box is 100% filled with foam. There are several 1.5" perforated sheets of foam. The perforations are about 1/2". You punch out the foam you don't need.
