Q: Which of the drivers do I need to download to use it on a Windows 10, 64 Bit laptop?

on my windows 10 laptop (up to date as of 2022-04) i did not need to install any drivers.. the cable worked out of the box, connecting a force gauge with serial output to my PC. On the PC the driver made a COM port from the USB. The software that connected to a COM port saw the virtual usb-COM serial port without any issues.

yes,it support for 7 or 8 data bits,1 or 2 stop bits and odd/even/mark/space no parity

Q: will this work with a vinyl cutter plotter. trying to connect my cutter to my laptop along with serial cable?

As long as your plotter has the COM port of RS232 can work, the data can be transmitted from RS232 COM port to USB termina
