Will this work on gluing latex?

Not sure. It more of a paper to paper glue.

Which product would work best for creating notepads? I need the pages to be held together securely but also tear apart individually as needed. Thanks!

I don't think this is what you want. I love this product. When you glue something together it generally stays together. I often glue both sides of what I want to glue together. Let it get a bit tacky and put them together. Originally this product was use when a commercial artist was doing paste up. Now that is done on a computer

Can this be used to mask acrylic paint on canvas?

No. You need modge podge or something similar.
