We purchased the fan it is only 2 months old. Why does it turn off constantly even as the light remains on?

Might be defective or you have it on the wrong settings. Try unplugging it and if it continues to to the same then it might be defective

Can this fan be used as an inline blower for ventilating a blowerless kitchen range hood? i.e. is it rated for exhausting steam and grease?

I would have to say no for grease but yes it will work to vent steam even though it is not rated for this I have used them in my bathroom for over a year now and have not had any issue.

What happens if power goes out? Does it kick back on to same speed settings? How long would it hold thise settings with power out?

If power is removed the fan will restart at same speed as operating before powered off. As far as how long will it retain speed setting, not sure but at least three weeks.

Would this be used in a cigar room in conjunction with a air purifier? Looking to build a cigar lounge in my house.

i think so - i used it to improve air circulation in a 3 story house. i think it would work well for your purpose. it is quiet and has adjustable flow rate.
