I dont understand why Indian brands are so secretive about ingredients. Does this contain Carnauba wax as one of the ingredients?

Can I use it before the chalk paint to prevent the wood stain from bleeding through?

If you use this before the paint, the surface will not be dry enough to hold the paint. This is like a final touch stuff. If you wish to level the wood, better to use some type of putty & then use sand paper to level it.
