can you cut this pool cover to fit or does it have to stay the length that it comes?

Yes it can be trimmed to fit your pool. However, you will probably need to replace it within two years because it WILL fall apart and the company does not stand behind the warranty.

how much will it raise the temperature of a 16 x 32

Noticeably different I'd say doing it consistently for 5 days or so has raised it at least 10 degrees. I roll it up in the morning and cover it at night. Even at current weather (upper 70's in So Cal), I put the blanket on for couple days during evening time, temperature increased. If you want warmer pool without installing a heater, definitely get it. Just remember to uncover during the day (or at least during time when the filter is running) and cover it before sun down.
