2 buckets maybe three depends on how much frosting you put btw cakes

Would this buttercream be considered soft, medium or stiff. I want it for flowers and it needs to be pretty sturdy to hold up.

It will definitely work for flowers and keep its shape. I found it to be between medium/stiff. Once you whip it up with your standing mixer its good to go.

I am making 400 mini cupcakes. I'd like to pipe the frosting on the cupcakes to make approx 1.5 inch cap of icing. Will this 8# tub be enough?

No. It wont. I barely covered a double layer cske

Can I change the flavor, add flavor extract?

Since it does have it's own flavor profile I would recommend tasting before you add any other flavors. You can add flavors and some will go well with the current flavor but I would test just to be sure.
