What exactly is this? An External HD?

It is an enclosure that you mount an internal hard drive in to basically make it external. Once you mount the hard drive on it you can then use the usb to plug it in.

Does this work with an SSD SATA III?

Yes. I purchased it to clone my laptop HDD to an 850 EVO 500 GB SSD SATA III http://www.amazon.com/Samsung-2-5-Inch-Internal-MZ-75E500B-AM/dp/B00OBRE5UE/ref=sr_1_1?ie=UTF8&qid=1436897118&sr=8-1&keywords=samsung+ssd+850&pebp=1436897118987&perid=0KYJ973XR7E3QJP29AAR. After I installed the SSD into the laptop I use the Sabrent as a backup for the HDD I removed from the laptop.

Is this enclosure made of plastic or metal (aluminum preferably) I don't think it says anywhere in the product description. Thanks in advance!

The case is plastic. Your laptop hard drive that you put into the plastic case is aluminum. The plastic case come with a USB cord to plug into another computer to access any stored files on the hard drive that you insert into the plastic case. The hard drive that you insert into the plastic case will also serve as an external hard drive. On the plastic case there is an on and off switch and a blue light that illuminates when turned on. VERY IMPORTANT: before you unplug it from your computer you must click on the icon and eject the device. You have to do that process with anything you plug into a computer. If you do not eject any device plugged into a computer you run the risk of erasing what is plugged into the computer. Also do not get any hard drive close to a magnet because the magnet will erase a hard drive
