What is the diameter of the cylinder?

about as big as your little finger

Why does this day “sold as a novelty only”?

It's for applying lube. That statement covers the company from legal issues that might arise from using it with anything other than was intended, such as medicines.

Can you use this with Silicone lube? (it says it has a silicone tip?) or only water-based?

I use basic, ky type lube. It basic plastic so i would assume so.
