Can this be used on prefinished floors?

Can it? Yes. Should it? Probably not in most cases. The manufacturer mentions about it creating a slippery surface when when. It's also a pretty durable topcoat on furniture, cabinets, doors, etc., but foot traffic is an entirely different animal. I could maybe see using it as a touch-up product in an area that doesn't get much foot traffic, but that's about it.

Which one of these General finishes can I use to put a shine on a new laminate countertop ?

Best recommendation is to go to their web site they have videos of all their products and there finish and application, there’s a chart showing recommend ways to apply the product, super useful

Can you spray over latex?

Yes, but per the manufacturer it will cause yellowing is applied over white.
