The only difference between the regular Jetts and the Jetts DLX is the color and the DLX comes with light up wheels

Are there additional parts necessary or do you just hook these onto your shoes and make sparks?

The spark cartridges need to be attached to the actual Jetts Wheels. They are not designed to be attached to the shoe.

What is it made out of that makes it spark?

Not sure, but if I had to guess it’s probably something like those old snap-n-pops so that friction produces just enough heat to cause a spark.
