Will this work with my 2013 Jeep Wrangler with the spare tire still on the back?

Does it come with a loading ramp?

No I used the one I got from a cheap Chinese hauler I bought. Veasrahauler is way better

Would the versahaul ramp be long enough to comfortable load motorcycle mounted on back of motorhome (higher than car/truck) ?

If you vehicle is high off the ground then buy a VH-SPORT RK loading ramp it is nearly 6' long. The VH-55 RK loading ramp is 5' long.Both ramps work with the VH-55 and the VH-SPORT carriers. See the manufacturer's website for more details. They even have ramp loading charts.

Why do they claim it can pull a trailer when there is no way to mount a hitch on the back and no hole for the pin?

There is a hole, I mounted my bike rack in it. You are limited to a lower tongue weight because of the extended hitch.
