Is this tea supposed to be clumpy? I just opened the package and the dried tea leaves look almost dusty and clump together.

I have two other teas from Wild Bliss and they are both a nice mix of dried flowers and leaves. Maybe raspberry leaf clumps this way? I’m not sure.
