Is this film ant-glare or matte? If not do your offer in a ant-glare or matte finish?

Neith antiglare or matte. Shiny as can be like a plastic aheet

Is this a top film sheet? meaning the top most (outer layer of a lcd screen)? or is this the very backside of the lcd glass?

I used it for both. I did however also put a piece of mirror tint window film behind the lcd to brighten it up during daytime use.

If I’m putting these on lights for photos, but am not removing the film to stick to the lights, which side faces out? The matte or the shiny side

There no matte finish. Both sides are same. Only one side is sticky

can this film stop a scanning device from seeing through while the eye can see?

Yes but depends on angle. This is waaaaay too dark for items like license plates.
