Can you arm the speed brakes with this? Does it have the function to do so?

The real answer is no, out of the box you cannot arm the speed brakes using the speed brake lever - there is no detent to do so like in the real plane. That's true whatever Thrustmaster says about it. I feel like this was an oversight on their part. The workaround is to just assign another button to it. Or for a more realistic solution, there are 3D printable mods that will let you add a new detent. You do need FSUIPC to then remap your speedbrake axis. It's still not ideal because it just moves the zero position down a bit, so the printing on the quadrant itself no longer matches the speedbrake position. But in terms of feel, it's somewhat closer to the real thing.
