The label on mine says "Made in France".

Does it come with an orange lighter?

Depending on seller you may get that color. If they come in retail pkg you should get one. My last order arrived loose in envelope and did not.

I am a bit of a survivalist slash bushcrafter, and I have numerous bug out bags that I keep these lighters in and I only buy the bic brand, they're reliable adorable, and I actually liked the little sizes that they come in.
