do you need a license to operate these radios and where do you get the software to program these radios at

All of the frequencies that this radio can be used on (I cannot see an FCC type certification for Part 90 or any other on the radio or the box) would require a license to use a radio that is not certified to a particular part of the law. Let me explain a little bit, since this radio does not appear to have a type certification, it likely cannot be used on a non-license frequency band, such as FRS. Regardless if it meets the requirements for emissions within a commercial bands or otherwise, if a radio does not have a type certification, it may not be used on a Part that requires a radio to be certificated (yes the spelling is funny, but that is how it is written in the laws) for use within that band.I am using the radio for experimental purposes, and have an FCC license to do so, within the frequencies that I use the radio on.I have found the programming software here: http://www.pic.409sh..._2016-05-23.rarThe software is moderately intuitive, but will still need some degree of finesse to get working. I was able to get it to work on a Windows Vista and Windows 10.
