Can you watch a regular movie with this? can i plug it in and use it on any hdmi device?

Yes you can but the Samsung Gear VR is a better option for watching video content. There are paid apps you can buy on the Rift that will allow you to see your computer screen through the headset but I haven't had a great experience with them and I'm running a top of the line i7 Kaby Lake and Gtx 1080. You can also buy movies on their free video app but they're expensive. $20 average no renting.

I am totally sightless in my left eye. 3d monitors/tvs do not work for me. will i be able to use this?

I have read several testimonies of people in your situation trying the Rift and according to them you should be able to use it. Recent example here (1 month ago) : https://www.reddit.com/r/oculus/comments/4kpn29/my_mom_can_only_see_out_of_one_since_birth_eye/ The Rift doesn't work like a 3DTV with glasses, you don't have alternating pictures for one eye then the other. Each eye has its own screen. You should experience virtual reality with it the same way you experience reality.

Dose it work for steam

Yes. If the title has support for the Oculus SDK natively, it will work fine. There is a switch in Oculus Home (their storefront/interface) that you must enable for "external sources" to get it to work with SteamVR. Be aware that some titles expect to see the hand controllers from VIVE or other hardware so they may not work directly or as well as you might like. Most titles are near-beta state so do your research on the discussion boards before purchasing to make sure your expectations are met.

What is the display resulotion

effective resolution is actually much closer to 360p (You can clerly see individual pixels) but you'll get used to it
