I would say no. Lightly water-resistant maybe, but there is no seal around the main compartment or the two compartments on the lid.

Is the top fully hinged (goes all the way back or 90-degree hinged (sticks up when open)?

It has a left and a right plastic hinge that only opens 180 degrees. When the top sections are loaded with nuts and bolts and the like, the box over-balances and tips. The plastic hinges break piece by piece and I am now down to only one full hinge, the other hanging on by a fingernail. Very poor design.

What size lock would go on this?

I measured the holes that lock would go through and it is close to 1/4 inch opening. Hope that helps
