How are these any different from similarly sized self-tapping screws? [Which are less than 1/2 the price.]

These screws have a blunt end rather than a self-tapping point. Other than that, there is no difference.

Can these be screwed into any felt bottom boot?

You should drill a very small pilot hole first with a stopper or whatever on the drill bit to only go thru the felt. Check the thickness of the sole against the length of the stud and grind off a bit of the stud if necessary.
