could this be used outside to move outside tubs across paving

Sorry, the truth is that I don’t know. It moves around my home really smoothly and easily with quite a heavy dehumidifier on it which is too heavy for me to lift on and off so it stays on it, but I don’t know whether the casters would get damaged on rough paving. However, it’s certainly a solid piece of kit and something I’m going to purchase again for moving garden pots if I can’t find one that specifically states it’s for outdoor use.

Can it take a washing machine?

Dolly is 1 foot by 1.5 feet (30cm X 45cm) and claims to hold 180 Kg. If you are manoeuvring a washing machine with help over a short distance, it would probably be OK. As it does not have locking wheels, I would probably not use it for this purpose.

Just measured it on a surface table. Height to the top of the plywood is 104 MM (4 3/32 in). Add another 1/16" where the round rubber pads are, but they're quite soft, and would most likely squash flat under significant weight.
