Can I use them on carpet

Yes. Might actually be the only surface they're good on.

Are these better than just using cut pieces of felt fabric on hardwood floors?

I've never used felt for this purpose, but it sounds like a good idea. (I would say the felt should be pretty thick and your floors would have to be pretty smooth to avoids snags when you are doing quick slider moves.) The sliders work ok on smooth, durable tile, probably best on a short pile carpet and not at all on a yoga mat, but I don't use them on wood floors because they scratch the wood. Since all my floors are wood, I end up choosing online classes that don't use sliders, or I modify the moves and do them without the sliders. I might try your felt idea, but I still think the floor would have to have absolutely no sand or grit on it or it might still get scratched.
