The measurements of this cover are correct on the product page. also this cover is flexible so it will bend a little to install. Yes it will fit a 21X3X1 light that has lip edges to hold it in place (all lights do have them that is why it says 2 and 7/8 size not 3. I is very good quality--installs easily and diffuses light properly. I am very pleased with this cover.
