Is this lavender a perennial?

Do you have eucalyptus for zone 9 ?

They have been doing good so far in zone 9 (Jacksonville, FL). My experience: got them in June 24th, spent 3 days inside home close to window, then moved to a little bit bigger pot and took them outdoor in place where get at least 4 hours direct sun (11am to 3pm) and they seem to be well adapted. Little by little new small branches have been coming up.

I ordered 3 sets of different herbs, 3 in each set and each box came with a 4th unidentified plant, I assume for spacing. Any idea on what it is?

Will they grow with plant light?

Lavender needs a lot of light, with well-drained soil. and a grow light is recommended for indoor lavender if you don't have a strong sunny spot. (though not necessary, it's helpful) So, long answer short, yes, a grow light should work with your lavender.
