How do you connect it for the first time?

It's just like a standard PS4 CONTORLLER,Just plug your usb cable to PS4 console, then hold "HOME" buttons until the light keep in blue.

Can you connect to PC wireless?

From what I understand, no. This ones specifically made for ps4, but you can use the usb and it actually works pretty solid for pc.
