I received my jar 2-22, the expiration date is 10/22. It is of course made in China, the way any authentic Chinese product for cooking.

Is this the same as pixian dou ban jiang broad bean paste, but with additional red chili?

Yes, I believe so. I use it in recipes calling for broad bean paste, and it works great. It's not very spicy/hot, so not too much chili added.

What would cause this jar of hot red oil to explode upon opening?

Could be botulism! Don't eat it.
