Will this fit on an original tracer vest?

Yes! The Tracer Lamp is able to be used with either the Tracer360 or Tracer2 vest.

(1) Is it waterproof? (2) Can it used in heavy rain?

The Tracer Lamp is rated IP64. This means there is protection from total dust ingress as well as water spray from any direction. IP64 lights are hence suitable for areas where you do not expect a situation with more than splashing water.
