Is it normal for the bottle not to have a seal when you take the top off?

Brews Daily Conditioner does not have an inner seal.

does the 33oz shampoo come with a pump dispenser like most other 33oz shampoos?

No. This is for refilling the smaller bottle. I purchased a small bottle first and then the refill bottle. The small bottle doesn't have a pump either, just an opening on top to dispense the shampoo. One small bottle will usually last through 2 refill bottles or more.
