I am not sure if a water based sealer was used 3 years ago. What will happen if I used this product to refinish my pavers?

It's possible that the AX25 or any solvent acrylic could either delaminate or haze white(blushing). It's best to strip the old sealer off with a solvent coating remover in conjunction with a pressure washer. You could also consider hiring a pressure washing company with a hot water pressure washer. If the water is 190F+ and a turbo jet nozzle is used, it will typically lift off the water based acrylic from the surface.

The AX25 should not be diluted (apply as is).

How many square ft does this cover

On porous/unsealed concrete, each gallon usually covers about 100 square feet with two coats. On smoother/dense concrete, the coverage may increase to 175 square feet with two coats. If you are applying the AX25 over a surface previously sealed with solvent acrylic lacquer, one coat may be sufficient with a coverage around 350 square feet.

I have a concrete counter top outside that has a 1/4 acrylic coating on it already. It yellowed and is dull, can this be used on top of it?

When you say 1/4 acrylic coating are you referring to the product thickness (if so in what units) or are you referring the the solids content? The AX25 should only be applied to unsealed concrete or concrete that was previously sealed with another solvent acrylic lacquer in good condition.
