These should work fine on shallow soil, if it has good moisture
I bought these 4 foot grounding rods for an electric fence charger. They are too short, I need 8 foot × 5/8 rods instead. I decided to use these short rods on a couple small solar electric systems that I have here. They'll work fine for that. I don't know if these rods are solid copper or just copper plated.

Good for the price
I have had higher quality ground rods but these will definitely work fine for most projects. The rod itself is solid and drives into ground without issue. The clamps are a bit cheap but they do work. I'm sure it's not solid copper but probably copper coated which is typical amyway.
