Can this do reverse polarity?

It is only designed to be centre +ve. However, you could probably bodge it by putting batteries in reverse.

Is there any way to charge the batteries without removing them from the case? Say for instance, if the case was concealed.

In principle you could use the output cable but this us unwise since at normal charging rate the batteries in close proximity would overheat.

The case has a tight fit cover with a slider switch but it would be a stretch to call it ´waterproof', splash proof more likely. It I was concerned about ingress of rain I would simplpy put it in a plastic bag or in plastic lunch box.

Is it possible to get 12v output using nicad batteries?

As long as they are 1.5 volts per AA battery then you will get a 12 volt output with 8 of them.
