Does the fan stay on between heating cycles?

No, but you can set it to work as just a fan, without the heating on. When you turn off the heater, the fan blows for 30 seconds, with a countdown on the LED display, and then turns off.

I didn't measure, but a pretty good estimation is 6 feet, which is good for an appliance. It also oscillates, and throws heat fairly far across a room.
