Does it work with the Bissell 3191 Powerlifter?

no. this charger didn't work with any of my products. It didnt fit in the plug in the device properly and the box was all in Chinese so I couldn't read anything

Will this work for a catfish pool blaster vacuum?

This is a hand held vacuum for getting cat and dog hair off the carpet and furniture. I would not recommend using it in a catfish pool. This item is not intended for water.
