Does anyone know how this would work to help preserve the feet of my wooden, painted adirondack chair?

It would help temporarily but would quickly wear off. A better solution would be to mix a little water with an exterior wood glue such as Titebond III. Paint repeated coats on the bottom of the feet.

I want to dip the ends of my coat hanger hooks so they won't scratch things -- would this work?

Yes, that ought to work just fine. Once the dip dries, you can always dip the item again for a thicker coat.

can you tint this with acrylic paint

I'm not sure about adding paint, but they also sell a custom tinting kit especially for this product.

will this work on jewelry tools to keep jewelry wire from being scratched?

I think Plasti Dip would work for you. You might have to reapply it, if the wire cuts through the plastic surface - but that keeps your jewelry unscratched.
