Width says 115 Length says 130 Is 115 inside & 130 outside length ?

The length is 130, and the 115 is the circumference I believe, meaning they're a fatter grip.

Will these grips fit on a single speed/fixed gear bicycle?

Probably Yes, if the diameter of the handlebar is a fairly regular width. I am using carbon bars that taper at their ends. I have not had any problems with grips falling off once both sides (including inside side is tightened down.

What's the bonus in the bonus pack?

Bonus pack includes 1 pair of grips and one set of lock jaw clamps, otherwise it's just the grips. The Rogues are the best I've ever used.

Are the end caps necessary to hold the grips in place? I have mirrors that fit into the ends of the handle bars.

I don't believe so. The metal rings on both ends secure the grips using a tensioning screw. You may want to check directly with ODI.
