Can these connect to 2 different bluetooth devices at the same time?

Great question. This earbud model only connects to one device at a time!

The instructions say a charger rated higher than 5V/1A may damage the battery. My charger is 3.1A max. Do I need a lower-rated charger?

I don't know. I'm using a regular cell phone charger and it works great.

Are the over-ear hooks on these running headphones flexible, or is the part that goes over the ear hard?

The hooks are made from a flexible material that comfortably rests over your ear without hurting

Is the Runner 60 physically larger -or smaller- than the Runner 40 ?

Hi! The outer dimensions are quite similar. It is the dimensions of the components that go inside your ear that are fairly different. We generally recommend Runner 40s for people with smaller ears or ear canals since Runner 40s provide arguably the best fit of any earbud with over-ear hooks on the market for them. Runner 60s are more feature-packed so if you have larger ears and ear canals and don't generally have fit issues with earbuds that would be my recommendation.
