Is it the old version(CloudB mark and strong light) or the new version (Made in China mark instead of CloudB mark, weak plastics and blurry light)? TY

My one is the old one that is very sturdy and has a very clear light on it. I think mine was bought Christmas 2013 though. Sorry I can't be of any more help.

my grandchild is only 3 weeks old do you think it would suitable

We bought ours for our grandchild at a young age and it actually helped him to sleep. The lights are lovely on the ceiling or walls, and the turtle itself can be placed away from where the child is sleeping, so is safe. My grandson is now three and still loves his turtle light.

does the constellation rotate or is the projection static?

It's static. Though adorable, I was a little disappointed with this one, as compared to the one I bought for my father in the States. My daughter's doesn't rotate either, but the colors alternate about every 10 seconds, which my daughter absolutely loves.

Can the timer be switched off so lights stay on all night?

Yes, there is switch timer off button. So either timer for 20/30 min or light stays on all night.
