Is this suitable for a 4 yr old(height 106cms)?

It would be perfect. I bought for a 2yr old & she loves it.

why does the handle keep falling off?

The handle falls off because it comes not screwed in. It is pushed in and there’s a small hole in the metal connection part near brush which I presume might be for a small wood screw. Yet the wooden handle is hard, so screw would need drilling in and there is no is no screw provided.
