Does the bokashi bran come with a scoop and if not, how much do I use?

No, it doesn't come with a scoop. I had a scoop that came with my bokashi bin, so I use that. I just use enough to cover the top of the contents of the bin, equivalent to about 2 or 3 handfuls. You could maybe use an old cup or mug as a scoop.

Are any chemicals added and is it better to buy organic bran in order to get organic liquid and compost? Thank you.

No, it only contains natural ingredients. I've never considered organic bran myself, but if it's an important factor for you, then go for an organic product.

i decanted some of this into an plastic container, it seems to have gotten a bit moldy, sort of fluffy white. can i still use the bran?

It depends what you are using it for. I use mine in my bokashi composting bin. I would have thought it would be fine to use it for this purpose but not sure about any other use.
