This is not 10 packs of 4 pads, for a total of 40 pads. It is one pack of 10 pads, and can be purchased at the store for less.

Can I use these on whitewall tires?

A friend of mine uses these on his whitewall and raised white letter tires. They work excellently, but don't last very long on the rwl tires because of the rough surface. It also depends on how dirty the whitewall or lettering is and how much scrubbing it requires.

Is it safe to remove rust stains from a fiberglass pool floor?

I haven't done that but I don't see why it wouldn't be safe. It's a soft sponge type of material
