How does this compare to the Imperia in terms of build quality and attachments?

The marcato atlas is a superior machine to the imperia. The accessories are better the feel of the machine is better and just generally all around a better machine. The marcato feels more robust they are both heavy and well built (i own both) i prefer the marcato as it has more pasta thicknesses to select from, 8 as opposed to 6 . I've been making pasta for years now and i have a marcato from the 80's which was bought in italy. I must admit like all pasta machines it is a total nightmare to clean, mine rattles with the dried pasta in it normally you can try and shake it out. I prefer the wooden handle on the imperia to the plastic one on the marcato machine, the pasta thickness selector on the imperia annoys me when i have flour on my hands the marcato wins on this front as you pull it out and rotate it. You also get a 10 year warrenty with marcato imperia is only 5 years. All in all both are wonderful machines but the marcato nails it for me. Happy pasta making!

Is the handle plastic? There are some reviews that the product is not 'Light Alloy'. Is this true? Could you please verify this clearly?

Yes the handle is plastic but not flimsy, they say it's light alloy but the machine isn't light, you couldn't have a light machine as it wouldn't with stand the usage  it's very well built, it's well worth the money, hope this helps you

looking at the clamp in the picture, it seems like the twist tap is plastic (or; not one with the screw), not one whole piece of metal?

The clamp is not visible in the picture I am looking at? However the clamp is conventional type and all metal, apart from the handle tip on the pasta roller in view which is plastic (black or white) depending on the model every thing else is metal.
