Q: Could this be hung outsire in the rain and keep contents dry?

I wouldn't trust it because I don't think the top and bottom would create enough of a seal. This clipboard is meant for indoor use.

Q: Just received mine in blue & wasn't expecting it to be see-through. Do you have a solid blue bottom opening that papers inside can't be seen?

Yes. Mine is in all black. The clasp keeps it all in order

Q: Would i be able to fit a folder i to this? Regular folder or Manila folder?

If you would cut that area where you put that label The whole folder will fit inside.
