Could this be hung outsire in the rain and keep contents dry?

I wouldn't trust it because I don't think the top and bottom would create enough of a seal. This clipboard is meant for indoor use.

Just received mine in blue & wasn't expecting it to be see-through. Do you have a solid blue bottom opening that papers inside can't be seen?
