Are these set up as sub devices or hosts?

Based on my limited understanding, these seem to be for devices (UFP, or Upstream Facing Port), as it includes a 5.1Kohm pull-down resistor on each of the CC pins. If it was for a host (DFP, or Downstream Facing Port), it would have pull-up resistors of different values instead to indicate the different current capacities. Take my answer with a grain of salt though as I'm just learning this stuff.

Does this come with resistors like the Ada fruit style to receive 5v

There are two surface mount resistors already pre soldered on the board.
