Will this work for a 2 phase 4 wire stepper motor?

The stepper motors work well if they are connected to drivers and with arduino and the speed can be varied, but directly connected to a speed control I have not done it before.

How do you make fan run in reverse

Well if it is a fan like those used by computers, they only have one direction where the air blows and to put them in reverse so that it blows in the opposite direction, simply turn it around. But DC motors positive and negative connection can turn in either direction clockwise or counter clockwise and can be easily controlled by inverting the polarity of the applied voltage so this motor speed controller can be used it.

can this be used as a dimmer for 24 volt LED strip?

yes of course you can use it like this too but this is limited for the current of several 16 feet led strip lights, I recommend you better use a DC12-24 30A dimmer for better results, you can buy it on ebay for $12

Second one work like a charm first one did have some loose solder joints on it I think cuz that solder inside of it I returned it got a second one which worked fine Great for my fan on my RV to adjust the speed and change the direction
