Does this come in the plastic packaging you have to cut to get open so that I can't return it if I have issues?

It does come in a clamshell packaging that you have to cut to open, however i returned one for a replacement in the opened packaging and there was no issues.

Can I pair 2 controllers with one receiver?

Yes, I have had two xbox 360 controllers paired to it. Other than issues with getting win10 to recognize the device it does work well.

Does this work with the original Xbox 360 controllers? The ones that came with the console

Yeah, I have used this adapter with original Xbox 360 controllers as well as ones sold separately. Guitar Hero controllers as well.
