Water...and when I use it...shake it for the count of 15. Hold about 7 inches from your face and spray in the ',x' pattern let it dry and do it again. I hope it actually works for you, because it never does for me. I think I'm just to oily, In 10 minutes my makeup is running.

Yes your eye makeup and face makeup stay on so much better and longer. I just use foundation and not a powder normally. I think it stays on great
