The bags are made of a lightweight canvas.  If you plan to use them for laundry or storing objects that aren't too heavy, such as extra pillows or linens, or out of season clothes such as sweaters, etc., I imagine they would be fine.  If you want to store very heavy items--metal, tools, ????, then this may not be what you'd want. I'm not sure what you have planned for them that would cause them to tear????  I got them to store seasonal throw pillows (Halloween, Easter, Christmas, etc.) that I use on a big bench on my front porch.

what is the circumference of the top of the bag when it is fully open? I want to make sure it fits over the edges of my laundry hamper & use as liner.

It is 48" when the top of the bag is fully open. Great sturdy laundry bag. Best I've ever had. Launders beautifully!

28" means interior circumference will be 55 to 56", depending on the material thickness. If you need the bags to fit anything larger than 54" circumference (like a circular opening that is more than 17" across), the bags will either be very tight or not fit at all.

Further explanation for people trying to figure out what bag size they need for a circular or rectangular laundry hamper:

The formula for circumference of a circle is 2*pi*r (which is the same as pi multiplied by the diameter of the opening). If you have an opening with a measurement of X inches across the widest point (diameter), you can multiply those X inches by pi (about 3.14) to get the number of inches around the circle. Divide that new number by 2, and round up to the nearest inch to get the minimum number of inches across you'll need a rectangular bag (measured flat) to be if you're trying to fit it on a circle.

For a rectangular opening, measure the length and width of the opening. Add those together, round up to the nearest inch, and you're done. That's the minimum width of a bag (measured flat) that you'll need to be able to stretch over the opening of your rectangular container.
